As of January 1, 2017, the definition of 'assault weapon' changes,
so this is no longer applicable. See the last post.

That creates an 'assault weapon'; avoiding that problem is the whole point of using a magazine locking device.

No...

If a gun... ANY centerfire semiautomatic rifle or any semiautomatic pistol (including rimfire)... has a fixed magazine, it can not have a capacity greater than 10.

If a gun... ANY gun, has a detachable magazine and is otherwise legal in that condition... it may have a capacity of a billion rounds.

On the AR, in it's "standard" configuration, it must have a BB to be legal, so it would be a fixed magazine and limited to 10 rounds.

If it is featureless... Monsterman grip or other pistol grip alternative, no flash hider, fixed buttstock, etc... then it does not need a BB, and thus, can use high caps.

Note: in 2017, this issue goes away.

Mags > 10 rounds become illegal to own for most people, and 'bullet buttons' no longer suffice to avoid a rifle being classified as an 'assault weapon'.

New law redefines what a 'fixed magazine' has to be, but this has been in the code since 2000. If you have some gadget or device that, in your mind, renders the mag on your "semiautomatic, centerfire rifle" 'fixed', then this part of the law applies.
