Can I preorder this and add the bullet button option on and have you guys install before shipping or is this a no-go for Failifornians?

Yes we will be glad to install the AK47 Mag lock simply go to the CA legal section of our web site and order the the mag lock when placing your pre order .

my understanding is that it can take heavy ball.. C.f. the relevant threads on akfiles. I believe the question does come up.

Right. the BHAK-54 has the short stroke conversion which allows you to use heavy ball. check out this thread, if you haven't:
