Permanent targets legal on BLM?

My company has recently been busy with a lot of machine upgrades and as a result we have a lot of scrap metal that would be perfect for steel targets. Heavy duty stuff at least 1/4" thick. I was thinking I would fabricate a few crude swingers (hanging metal targets, not my mom's neighbors :p) out of it but I don't want to hassle with transporting them back and forth since they are heavy and free. Question: If these are fabricated safely, would there by an problems if I brought them out and set them in cement for permanent public use on BLM land (Ocotillo area)? Would this be considered littering and possibly get me in trouble with the relevant LEOs? My intentions are to give my fellow shooters something interesting to shoot at so nobody feels compelled to bring out their trash and leave it... What do you guys think?

I apologize if this is the incorrect forum but it seemed the most relevant.

Pretty sure metal targets are a no-go on BLM, especially in SoCal (fire hazard).

No, it's not legal

I only shoot steel on BLM. Never had a problem. Take them with me and not ever a sign I was there.

Our only range up here is BLM and lots of people shoot steel, myself included.
Pack it in, Pack it out

Great gesture.

Unfortunately, if it were ok, there are those bozos that will destroy whatever your provide and ruin it for everyone. Suggest that maybe you make a smaller more portable version, that breaks down easily, for your own use. If they are not too terrably difficult to make, and since the materials are avaiable, maybe produce extras for your buddies.

Your 1/4" steel will be full of holes in no time . Design and make a folding or collapsible stand you can hang AR500 steel plates on then pack it out each time you go . That`s what i do every time i go shooting . leave no trash .

Have to wait until we do a group buy of some land somewhere and fence the area in.
