He didn't say specifically. I got the impression that creating the infrastructure and bureaucratic process to issue were a big part of his hesitation. I did ask about rumors that the CoP had issued a CCW in the past and, being the new guy, he said he didn't know of any CCWs issued by his office to anyone.

Even the pro-gun city counselor (Ms. Alessio) didn't seem real eager to push for La Mesa issuing it's own CCW. Something about her constituents wouldn't like it.

I did share my thoughts with both that I'd like to see La Mesa start issuing CCW on it's own. I voted for her based on SDCGO PACs recommendation. She was also the only one that actually responded to email and called me back.

Orange County Sheriff's Department readily issues CCWs and uses an online application process:

The Murrieta PD link's webpage also has a lot of information about why and how the PD transitioned to issuing CCWs, the "infrastructure and bureaucratic process" that also concerns your CoP.

Given that she responds to emails, you might want to send her one with the following. (You may also want to send her the link to my list of, currently, >225 examples of CCWers saving lives, linked in my sig line.)

1) This link, which will show here the below animation of the progress of Shall Issue across the country. Be sure to point out to her that EVERY change made over the past 30 years has been from restrictive to liberalization. If CCWs had harmful effects and were a bad public policy, at least one state would have gone in the opposite direction.

2) What has happened nationally has also occurred statewide: more and more county sheriffs readily issue CCWs and only one, Orange Co SD, went in the reverse direction, after Corona went to prison, and even they have switched back and expect to issue 20,000 CCWs!
