You can download a free PC version of the Kindle reader. I had to do this for required book reading and it also downloads any other books you have purchased electronically from Amazon.

eReaderIQ is a very good resource for finding free and super cheap Kindle books. You can either search online by subject or opt for a daily email with links to free books in the subjects that select. I have close to 1000 ebooks in my Kindle library 90+% of which were free thanks to my daily list of freebies.

Here are all the free ones I have that no internet connection is required to use:

2012 Guides - Has 25 different survival related guides. You have to download them once then they are permanently on your phone. My favorite survival app by far. Sometimes it's free, sometimes it's $1.

About Herbs - Has hundreds of herbs, what they can be used for, and pretty much anything you would want to know about them.

Natural Healer - the free version has 2 natural remedies for each ailment listed; around 60 ailments listed.

SAS Survival Lite - lots of good survival info.

Survival Guide - it's the US Military Survival Manual FM 21-76

Drugs - literally everything you need to know about every medical drug known to man.

Other good free ones that must have wireless or wifi internet connection:

5-0 Radio Free - Scanner for emergency agencies and other broadcasts all over the world.

Scout - FREE GPS and mapping system

TuneIn Radio - Listen to thousands of radio stations from all over the world
